In a bold move, tech giant Microsoft Corporation announced plans to invest about US$10â¯billion in a sprawling artificialâintelligence dataâcentre. On campus near the Portuguese port city of Sines. According to the company’s statement, the investment marks one of the largest AIâinfrastructure commitments ever made in Europe.
Microsoft will develop the facility in collaboration with a local dataâcampus developer. Start Campus and UK-based AIâinfrastructure platform Nscale, as well as chipâmaker NVIDIA Corporation. The hub will host some 12,600 next-generation GPUs, enabling the deployment of advanced AI systems for cloud and enterprise workloads.
Strategically located approximately 150â¯kilometres south of Lisbon. Sines provides a favourable combination of renewableâenergy availability and subseaâcable connectivity linking Europe, Africa, and the Americas. Hence, Microsoft described the site as a “benchmark for the responsible and scalable development of AI in Europe.”
Start Campus previously announced that its Sines campus will consist of six buildings and carry more than 1.2â¯gigawatts of IT capacity. One of the buildings is already operational. The latest Microsoft tie-up builds on Start Campus’s previous €8.5â¯billion investment commitment for the facility by 2030.
Microsoft’s ViceâChair and President, Brad Smith, said the project “strengthens national AI infrastructure through collaboration with Nscale, NVIDIA, and Start Campus”, and places Portugal “at the forefront of digitalâtransformation in Europe”.
From an economicâperspective, the investment is expected to create significant local employment opportunities while positioning Portugal as a major investment destination for cloudâ and AI-driven infrastructure. In this regard, the Portuguese government welcomed the announcement and described the initiative as a “historic moment” for the national technology sector.
Meanwhile, the climate and energy dimension plays an important role. The Sines site draws on Portugal’s renewableâenergy expansion and coastal location to power energy-intensive dataâcentres in a green and sustainable way. In this respect, Microsoft and partners emphasise their commitment to low-carbon operations.
Overall, the announcement reflects the broader context of rapidly growing demand for AI computing power. Also, cloudâservices infrastructure across Europe and beyond. Indeed, since the launch of ChatGPT in 2022, many firms have accelerated investments in dataâcentres to support new AI workloads.
Nevertheless, some analysts caution that such ultra-large-scale infrastructure projects carry risks. That includes regulatory oversight, energyâcost pressures, and competition from emerging tradeâblocs. In spite of these factors, Microsoft’s Portugal investment signals confidence in Europe’s role in the global AIâeconomy.
In the coming months, Microsoft, Startâ¯Campus, and Nscale plan to disclose more detailed timelines, construction phases, and workforceâtraining programmes. As they advance the Sines campus toward full operational scale. With that in mind, the region could become a major hub not just for house-brand cloud services but also for enabling AI modelâtraining, dataâsovereignty, and regional digitalâecosystem growth.
